Permit Inspections

Village Code and the Building Department require permits be granted for almost all interior and exterior residential, commercial and industrial work including build-outs, renovations, carpentry, concrete, plumbing, fencing, roofing, masonry, signage, electrical, fire safety and HVAC . Depending on the work specified in the permit, one or more inspections will be required to fulfill your obligations under the granted permit.  For details on what inspections are required, and how far in advance you will need to to schedule an inspection, please refer to the information and instructions that accompanied your permit application.

Occupancy / Business License Packets & Inspections

Before any Property can be occupied, the new owner/tenant must obtain an Occupancy Permit. This applies to existing business’s that change ownership or business name. Applications for Occupancy Permits shall be obtained at the Building Department, 9500 Belmont Avenue, Franklin Park, Illinois, Second Floor. The packet and "Use Letter" must be filled out completely and returned to the Building Department.

Sign and Elevator Inspections

All Signs and Elevators in the Village of Franklin Park are required to be inspected. Signage and Elevators are inspected annually. All new signage requires a permit to be obtained at the Building Department.

Pre Sale Inspections

All residential, multi-dwelling, commercial and industrial properties are required to apply for a pre-sale inspection prior to the transfer, or renaming of ownership. Subsequently, the building and property will be inspected and a list of all violations, if any, will be made. The seller and buyer also have the option to prepare a legal, notarized affidavit, allowing the purchaser to assume responsibility for the violations. The buyer will typically be given 30 days to correct the violations after the day of closing. The Village of Franklin Park currently adheres to the 2015 IRC, 2014 NEC & 2015 Property Maintenance codes. No “For Sale” signs are allowed prior to the completion of the Pre-Sale Inspection Application.

The closing document requirements for the sale of property are:

  • An original Plat of Survey, not older than six months, submitted three days prior to closing.
  • An original deed submitted not less than three days before closing.
  • Confirmation receipt of final payout for water billing if Leyden or River Grove water.
  • Final water meter readings should be scheduled 5 days in advance of date needed at 847-671-8252.
  • New Owner form submitted by the purchaser at least three days prior to closing.
  • Affidavit taking responsibility of repairs submitted by the purchaser at least three days prior to closing.
  • On completion of the aforementioned, a stamp will be applied to the deed and the applicable fee applied.

Health Inspections & Licensing

Health inspections are performed in tandem with all Pre-Sale and Occupancies of commercial/ industrial properties. The Building Department inspects food establishments that interact with the public through human consumption. These establishments may be a fast food restaurant, bakery, wholesale processors, food manufacturers, restaurants, daycare center, lodging establishment, grocery store, deli, etc.

Commercial vehicles which store , deliver or sell food items are to be inspected and licensed. All inspections are conducted and based upon the Rules & Regulations of the Illinois Department of Public Health: Food service sanitation codebook. Inspections are conducted every six months; unless an establishment requires extra follow-up visits. Inspections are conducted immediately after a complaint is received from a concerned consumer.
